To Improve Learners Success to a New Level in Reading and Language Arts Young learners were born into a world where digital resources have always been at their fingertips, and it has changed the way they think, learn, play and socialize. The setting of this project was an elementary school located in the northwest section of Broward County Public School with an enrollment of 540 students in grades pre-kindergarten through 5 th grade. The racial/ethnic composition of the student body was 460 Blacks, 55 Whites, and 25 Hispanics. Based on the number of enrolled students for the 2008-09 school year, the enrollment figures of Blacks, Whites, and Hispanics had significantly increased. Seventy-five percent of the students came from low income families. The vision of this project is to Improve Learners Success to a new level. The students in this project had demonstrated a deficit in reading proficiency. The students toward academic grades, class work, and homework had demonstrated apathy and passivity. In addition, the students had progressively performed and scored poorly on the Florida Comprehensive Assessment Test (FCAT) due to the lack of essential basic reading skills. This problem existed for 4 th grade students who performed at least two years below grade level. They had failed to master the fundamentals of reading. Given a simple reading comprehension activity whereby the correct answer could be obtained, it was likely that the answer would be totally incorrect without the student’s knowledge of why. This lack of accuracy carried over to all other subjects’ area that required reading. Most children develop decoding and deciphering skills in kindergarten through second grade.
