Boston, MA 01223 Dear Cuttyhunk Member: First and foremost, I would like to thank you for your continued membership and friendship with our bank. We value all our customers as well as value the trust and relationships that we earn with each of our members. As previously stated in my letter sent to all our members on April 25 th , Cuttyhunk Bank will be conducting a Special Meeting of the Members (depositors and borrowers) on May 27 th , 2003, at 3:00 p.m. at 68 Jefferson Street, Boston, MA. This meeting will serves two purposes. One is to seek your approval to convert Cuttyhunk Bank from a federal savings bank to a state charted savings bank. We feel that this state charter, as well as our merger with Harbor State, will make Cuttyhunk Bank financially stable enough to survive and protect our members with continued

This will have no direct effect for our customers as Harbor State Bank will be merged in a Cuttyhunk Bank. As for the excerpt from the Boston Newspaper, we understand that this has caused some confusion amongst our membership, and would like to welcome anyone who chooses to, to come to the meeting and we will address and questions and concerns. We also encourage every member to come to the Special Meeting and cast their vote. Please be assured that both the conversion from federal to state charter, and the merger with Harbor State Bank, will strengthen Cuttyhunk Bank and allow for a stronger, more competitive banking institution.
