Duval Date: 16:37:05 Re: Revised Organizational Structure The purpose of this memo is to discuss the new revised Hammermill organizational structure. The purpose of the plan is to decentralize each operating unit and then centralize the financial control. By decentralized, we want to make the decision making on all operating matters to be made by each division or operating company unit and not by the corporate office. We would like to see each division to step up and become more self-sufficient allowing more time and effort to be focused

We feel that by doing so, the financial decisions will be made more efficiently and according to the best interests of the company as a whole.
