Address by RICHARD L. MEASELLE, Managing Partner, World Wide Arthur Andersen Delivered To The Conference Board, Washington, D.C., March 23, 1996 I'd like to start by telling you what I am not going to say about our education system and what needs to be done to fix it. First of all, I am not going to suggest that a new, big budget federal program is needed to fix the system's problems - just in case you were wondering. And I am not going to recommend that turning the schools entirely over to community control will do the job, either. I am not going to suggest that we hire more teachers in order to lower the student-teacher ratio. Nor will I advocate that we impose higher standards, or create an examination that students must pass in order to graduate from high school. I am not going to spend my time extolling the virtues of vouchers. Nor am I going to call on business to create more mentoring programs. Some of these are not bad ideas. But at this point, they are the equivalent of slapping duct
