LO-16 Structure of federalism at the state level Dual Federalism Cooperative federalism o Federal incentives for state action Categorical grant Block grant: Unfunded mandate: However, responses vary from state to state based on the political culture of citizenry The context of state politics: state political culture Moralistic political culture : a political culture that expects government to promote the public interest and the common good, sees government as positive, and encourage citizen participation Individualistic political culture : a political culture that distrusts government, expects corruption, downplays citizen participation, and stresses individual economic prosperity Traditionalistic political culture : a political culture that expects government to maintain existing power structures and sees citizenship as stratified, with politicians coming from the social elite Different political cultures lead to different participation, policies, different levels of acceptance of corruption, different views on welfare spending, etc Generally speaking, across the broad range of issues, state governments generally reflect the political culture of their citizens by abiding by public
