(see Chapter 12 pp 410-416) Substantial transformation test- the generally accepted rule is that the country of origin is that country where a product last underwent a substantial transformation. But there is no easy definition to of substantial transformation. The definition largely depends on the rules of origin applicable to the products and countries involved. US law strictly requires that every foreign made article imported into the US be marked or labeled in English to indicate the country of origin of the article to the ultimate purchaser.
