(b) External Constraints External institutions, especially financial markets, discipline firms, regardless of ownership, to behave properly or exit the market. Expectations If (a), private companies should do well; SOEs bad. If (b), companies under tight external constraints should do well. Policies to Help Private Enterprises 1.
