The Culmination of State Power: Modern France A quick review Early modern Europe was characterized by the gradual decline of Church  power and the gradual increase in state power Modern Europe has been characterized by the dominance of the state Why so few fines? (about dog poop on the street) The City of Paris doesn't have a police force The only police are the Police Nationale- the national police These officers are the equivalent to the American FBI (our only national  police force) Officers in the Police Nationale do not consider it a priority to enforce the  ordinance -In fact, they consider it beneath their dignity What does the city of Paris have? Security guards but they cannot fine people- they can't even ask for  someone's ID And the national government won't allow the city to have its own police  force Why all this fuss about Parisian dogs and their poop? It demonstrates how the National Government is supreme in France
