October 29, 2008 Universal Democracy Is democracy a universal value? The most successful countries in the world are democracies. The majority of countries in the world are democracies. Not other model of governance has normative legitimacy or popular appeal. There is growing acceptance of the idea that democratic governance is a basic human right. Waves of Democratization (Huntington) 1 st 19 th century o North America and Western Europe 2 nd : post WWII to mide-1970s o Germany and Japan; India; Post-colonial countries in Africa 3 rd : 1974-present o Portugal and Spain; Latin America; Eastern Europe o Period began with 40 democracies, ~ 120 (193) 30% of the least developed countries in the world are democracies 40% of those in the bottom third of development are democracies A small,poor, Muslim country like Mali can sustain democracy.
