The Goods and Environmental Problems When is Cooperation Likely on the Environment Conclusions Basic Answer for Why No Cooperation Despite widely shared interests in the environment, there are lots of collective action problems. Result: less cooperation than collectively desire collective action: getting multiple actors to come together for same goal Environmental protection policies produce winners and losers, who each seek their preferred policies. Losers have more of an interest in petitioning their governments than the winners do Institutions can help facilitate cooperation, but not if the parties cannot agree on an e ective bargain.
