General Purpose: to inform Specific Purpose: At the end of my speech, my audience will be able to explain the types of foster care institutions, reasons children are sent to foster care, problems within the system, and solutions that correct them. Central idea: The more knowledgeable we are about the foster care system and its existent problems; the better we can tackle solutions that can prevent misfortune events as Rilya Wilson. Background, Definition, Types – Foster Care Foster care includes nonprofit, private, or/and government agencies that deliver child welfare services Foster Home: parents (non relatives) raise children for a period of time with no intention of adoption Conditions that lead to children being put in foster care Family instability Poverty Parental neglect Parent abuse of drugs or alcohol- unsafe/ harmful environment Crime and violence Homelessness Serious illness- HIV/AIDS
