The default behavior of the Free Transform tool allows you to scale, rotate, and skew. There are modifiers at the bottom of the Tools panel that restrict the tool to one type of transformation. Envelope transformation Snap to Grid You can keep elements aligned while you design your layout by using the grid and enabling Snap to Grid.
