PRINICPLES OF HEALTHCARE BUSINESS AND FINANCIAL MANAGMENT 2 The Value-Based Purchasing (VBP) Program provides hospitals with incentive payments based on the quality of care provided. [ CITATION Cen \l 1033 ] This program helps to uphold the standards of quality patient care. VBP not only improves quality but also promotes safety. This program is a part of Medicare and bases its payments on quality versus quantity. The measures that are assessed in the hospital VBP program are surveys of patients’ experience, timely and effective care, complications and deaths, unplanned hospital visits, psychiatric unit services, and payment and value of care. The facility I am affiliated with is a small critical access hospital in rural Iowa. This facility has 25 in-patient beds, 4 family birth center beds, 2 operating rooms, and a 7-bay emergency room. The hospital has several outpatient entities as well, including two family practice clinics. This facility is partially embraced with the Value-Based Purchasing. The hospital’s Critical Access Hospital status exempts us from the effects of VBP. They do, however, fully participate in reporting aspects of Medicare and our date can be found on the Hospital Compare website. Being a small facility, this hospital is not able to report every aspect. Some services are not provided at this hospital or have numbers that are substantially smaller than the national average therefore they are not able to report an accurate number. The survey of patient’s experiences is one measure that does get reported. They are slightly above the state and national average. Timely and effective care measures are above the state and national average. Complications and deaths are reported, but the amount reported is small and unable to accurately report. Unplanned hospital visits such as readmission rates are also reported but have a number too small to provide an accurate comparison. Payment and value of care is another measure that is reported, but again, being a small critical access facility prevents us from competing with the

Psychiatric services are something that is not reported on because this is a service that is not provided at this facility. B1-B6. (See Table) B1-B1a. Department One: Emergency Department (ED): The role and function of the emergency department are to treat patients who require immediate care. This department is staffed by physicians, nurses, patient care techs, and a receptionist. Several other departments assist in providing care to patients in the emergency room. Some of those departments are lab, radiology, and tech services. It is important to measure VBP goals in the emergency department to be sure quality and timely care are being provided to each patient. Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) scores are directly affected by VBP reimbursement. Current HCAHAPS scores are only at
