Good Morning Silicon Valley Apple’s surprise announcement today that it is easing restrictions on the use of third-party tools for app development is reaping immediate rewards: [Apple] shares are up more than 1 percent. Google is also seeing its shares rise because the less stringent rules on developing apps for Apple’s dominant App Store could mean it will be easier for developers to create apps for both it and the Android App Market.
