3/24/11 World History: Socialism and Mass Politics Origins of Party Politics Associated with the rise of democracy o Obvious limitation is that a few areas of democratic world franchise restricted to males o Property qualifications are common o General tendency is for franchise to expand for more people to be allowed to vote o Culminates in 20 th century with introduction of women’s suffrage A few cases where franchise was restricted EX: US after reconstruction in which black men in the South essentially lost the right to vote o Simply letting people vote is just the beginning o Mostly about mobilization takes place mostly with political party First real political party appears in Ireland in 19 th century The Catholic Association o In Ireland at end of 19 th century o Irish catholics were discriminated against Technically not allowed to inherit property or sit in parliament o Formed to lobby british Government to reform situation and remove discrimination Composed of lawyers, land owners and other members of the social elite People who it was figured the British government would listen to and be taken seriously o Catholic lawyer, Daniel O’Connel Came up with idea to transform organization Before him dues to join association were 1 guinea annually which was a lot of money back then

More money than the average Irish person saw in a year He lowered the dues from 1 guinea to 1 penny a year Then urged every catholic Irishmen to join association o Can exert power in different ways If shopkeepers did not vote for things that the CA liked then members of CA would stop hbuying their shit o 1889- Catholic Emancipation o Another thing Oconnel did was that he realized he could save effort and organization if he could take advantage of the Catholic Church Had catholic priests collect dues for him o Training they received in CA in acceptance of priesthood of a political role is why when irish leave Ireland in any numbers they tend to do well in politics. American Political Parties o Not quite the same thing o They are more elite factions—early 19 th century Largely functioned as federation of state parties rather than national parties o Changed and became mass politics with election of Andrew Jackson and formation of republican party Political agenda centered around anti-slavery o They are “left” Like CA supported stuff like anti slavery and stuff Republicnas were too o Two things happened: Rise of conservative mass parties And rise of socialist partiesd Mass Conservative Parties Democracy was identified with legacy of FR

Elitist view of politics which would shut out masses from political participation o This strategy cannot work however o As politics are broadened taking an elitest attitude doesn’t work Conservative agenda has to be pursued in other ways o One way is through organization of mass conservative parties How did they do this? o
