Civil Service - The method by which most government employees have been hired, promoted, and fired since the 1880’s. Personnel decisions are based on merit, or the competence of the individual to do the job, rather than the individual’s political loyalties -------------------------------------------------------------------------------------------------------------------- Progressive Tax - A tax system in which those with high incomes pay a higher percentage of their income in taxes than those with low incomes Regressive Tax - A tax system in which those with high incomes pay a lower percentage of their income in taxes than those with low incomes. Non-Discretionary Spending - Federal spending on programs such as Social Security that cannot be controlled through the regular budget process. Because Congress and the president cannot use the budget process to limit entitlements, these programs are often referred to as nondiscretionary spending Interest on the national debt also represents nondiscretionary spending because the government must make the interest payments Discretionary Spending - Federal spending on programs that can be controlled through the regular budget process.
