Labor law The first HR challenge in a union environment is labor law. Many human resources departments have employee relations specialists who investigate workplace issues and develop employee recognition programs. The challenge that HR department faces in a unionized work environment has the in-house expertise to handle labor-management matters. Some employee relations specialists are qualified in both labor relations and labor law. As Mike mentioned, they do not have certified lawyers or consultants to deal with those labor laws, yet, they have people who are very experienced and read much law before and believe that they are adequate to be the in-house expertise in dealing with labor-management issues. Collective Bargaining The second common HR challenge in a union environment is collective bargaining. Depending on the complexity of the collective bargaining agreement, the HR department has to prepare for contract negotiations with the labor union several weeks to several months in advance of the expiration date of the agreement.
