Republican Ideals Governmental legitimacy derives from the will of the people (Rousseau ideal, embodied in Jacobin tradition Therefore, most important, institution is national assembly. People should be able to overthrow executive with motion of censure Most representative electoral method: proportional representation. Presidential Ideals Highest ideal of France is national unity, De Gaulle’s “idea of France” Therefore, need for a powerful executive to rise above pluralism (system of 2 or more states) and factionalism Electoral method should produce unity. Utilize single member district National assembly should subordinate to executive. Weaken vote of confidence Need for referendum to provide for “plebiscitary democracy” Presidents want a legitimacy that surpases the political processes of the pluralism and a bi party system French Political Culture (continued) 2.
