Gardner Annotated Bibliography Gardner, Lloyd C.,  Approaching Vietnam, From World War II Through  Dienbienphu , Self Published 1988 Gardner hits the nail on the head with the opening quote in his book.  Dean  Acheson could not understand how or why, after 1945, the French wound up  back in Indochina.  Gardner points out the flawed philosophy of imperialism by  both the French and the Americans.  The author is very critical of the shift from  Roosevelt’s policy of anti-colonialism to Eisenhower’s vision of exporting the  American Revolution to the rest of the world.  This policy expanded as Johnson  promised “to give the Vietnamese a Mekon Valley replica of the TVA. ..” 1 Gardner’s thesis described the web that snared America into its longest war in  history.  The Cold War played a role as the Soviets wanted to take advantage of  the break-up of colonialism.  American policy of containment as devised by
