21:04 Institutional Discrimination The negative treatment of a minority group that is built into a society’s  institutions Covert  The Baldus Study Even after controlling for 39 nonracial variables, defendants in Georgia  charged with killing white victims were 4.3 times as likely to receive a death  sentence as defendants charged with killing blacks Controlling variables  McCleskey V. Kemp McCleakey was black; his victim was a white Atlanta Police Officer Supreme court rejected the Baladus study on the grounds that general trends  did not prove the existence of discrimination among the jury who decided this  particular case  School Segregation The percentage of black students who attended a majority nonwhite public  school fell from 76 to 63 percent between 1968 and 1980 but by 2005 it rose  again to 73 percent  School segregation has proven resistant to change due to parental aversion to  integrated schools  Rise of ethnic-themed charter schools
