An organization which maintains a monopoly on the legit use of force in a given territory Weber Recognized by other states Not a lot of groups contesting soverignty The ultimate institution or a set of institutions Collection of institutions, in which fi you're a political actor and want to see some public policies, you need to acquire some control of influence over states in order to enact those public policies Turn ideas into concrete policies State vs Regime vs Government State – more permanent, more durable Legitimacy, sticky, resistant to change Tend not to die once established for a period of time The computer itself/machinery of politics Regime – temporary ruling entity of the state Rules, norms, etc. of who has right to hold power, how to acquire power, and authority to rule and make public policy Democracy, Autocracy Rules of regime are decided by autocrats
