PPL – Accountability of the Executive part II (Lecture 8) Types of accountability Freedom of information o Give individuals access to information about them held by government and opportunity to seek corrections; o Inform the public about the criteria applied by government agencies in making those decisions; o Improve the quality of decision making by government: accountability through transparency; o Democracy – public participation in the political process. o Benefits and criticisms Benefits Has reduced culture of secrecy Agencies are publishing more information Criticisms Cost and delay Exemptions from disclosure o Exempt Agencies Listed in Schedule 2 of the FOI Act Exempt agencies include Auditor-General Australian Government Solicitor Security Agencies – eg ASIO, ASIS National Workplace Relations Consultative Council o These types of documents cannot be disclosed, as it may involve sensitive documents. Under the FOI Act, exempt agencies do not have to disclose information. o FOI Act Part IV – Exempt documents include: National, State or Territory security, defence or international relations
