Applying Prevention Program There are three levels of preventions used with state and local programs: primary, secondary, and tertiary. In the human services field, the primary prevention is used as a preventative measure for disorders, disabilities, and dysfunctions. It is designed to prevent them from initially occurring. Perlmutter, Vayda, and Woodburn (1976) states, "Primary prevention aims at reducing the incidence of new cases of mental disorder in the population by combating harmful forces which operate in the community and by strengthening the capacity of people to withstand stress." Primary prevention is viewed as being more focused on the decreased number of current situations involving disorders within a particular community. This prevention focuses more on actively seeking out the problem, offering measures to improve the problem, in hopes to have an outcome of a reduced number of individuals with the same problem in the future.
