Briand says that Germany must no longer have a foot beyond the Rhine  because he feels that the fate of those territories should be decided by  the Allies. France wanted to inflict harsh punishment on Germany and did  not want it to become strong again, so it thought that Germany should not  be allowed control over too much territory. France also thought that it  should be the casting vote in this situation because it was the most  concerned about it. ii. When Clemenceau mentions a “balance…spontaneously produced by the  war,” it is assumed that he is referring to the alliances that formed during  the war between multiple nations such as the allies, because he goes on  to state that if England, America, and Italy had agreed in saying that  whoever attacked one of them attacked the whole world, then World War  I would not have taken place. This indicates that a country like Germany
