Cy Plan 120 Lecture 7 504 Film - No discrimination based on disability = the Rehabilitation Act of 1973 - April 5 th , 1977 people began demonstrated for 504 regulations to be made into law/ Congress had passed the act in 1974, but the provisions of the act had still not been made a law - Sit-ins were taking place all over the country/ the film focused on the sit-in in SF. The sit-in took place in the HEW headquarters/ the building was not equipped to handle all those handicapped people - Officials cut off the phone lines except for one and turned of the hot water - Officials said they needed more time to figure out how to enact the act, how to implement it. The act went from one administrative office to the next. Still significant discrimination roles in government. Ed Roberts, founder of World Institute for the Disabled, was in the film. - Judy, another founder of the World Institute for the Disabled, worked in the government and was responsible for special education and rehabilitation. - Debbie Caplin, head of the World Institute for the Disabled, was in film as well.
