14: Addressing the Terrorism Challenge WHO? (and why this matters) WHERE? (and why this matters)  STRONG Authoritarian Regimes A.  Sponsoring States Nation state agrees with the goals of the terrorist group GOOD NEWS: If  nation state is sponsoring then you have someone that  you can crack down on BAD NEWS: the sponsoring state may also have a  real military that can  resist action. You also have to respect State Sovereignty This complicates the diplomacy of counter-terrorism Ex// Iran provides safe haven to terrorist B.  Tolerant States Terrorist organizations exist because the regime, the state, rather  divert their anger from the national government to foreigners GOOD NEWS: State can provide a point of leverage or may have  ability to crack down if its in their interest BAD NEWS: If the regime in the state fears becoming a lightning rod  they may not crack down o Ex// Saudi Arabia C.  Weak and Failed States   Simply unable to control what goes on in their borders Ex// Afghanistan under the Taliban, Yemin, Somalia,
