9: The Reagan Revolution BACKGROUND Carter Administration (skipped) Soviet Union created treaties all around the world especially in Africa November 1979 Iranian revolutionaries seize people at the American  Embassy Soviet go into Iraq and replace with their supported leader Reagan Revolution in National Security Policy A.  Changes in Strategic Emphasis:  Conventional //  from defense to offense nuclear //  from defense to offense and deterrence B.  Justification for Changes  *increased risk of conventional war in Europe *increased risk of nuclear war with the Soviet Union Consequences of Strategic Shift Require a huge buildup$$ of American Forces With conventional war, offensive strategies are generally more  expensive With nuclear war, offensive and defensive more complex and  expensive that deterrent strategies Nuclear Force Modernization Believe that the US needed a more modern nuclear model Currently the Soviets had the capability to wipe out a large amount of  our nuclear weapons WE needed them to gain NO advantage under a first strike attempt A.  Modernized Triad of Strategic Forces: Today’s Inheritance The 3 different kinds of forces All 3 legs needed to be modernized to add offensive punch
