Terms Advice and Consent- Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote. Agenda-setting and framing the theory that the news media have a large influence on audiences by their choice of what stories to consider newsworthy and how much prominence and space to give them. [1] Agenda- setting theory’s main postulate is salience transfer. Salience transfer is the ability of the news media to transfer issues of importance from their news media agendas to public agendas. "Through their day-by-day selection and display of the news, editors and news directors focus our attention and influence our perceptions of what are the most important issues of the day. This ability to influence the salience of topics on the public agenda has come to be called the agenda setting role of the news media." Cloture Bring a debate, to a quick end, used by the Senate. The new version of the cloture rule, which has remained in place since 1975, makes it considerably easier for the Senate majority to invoke cloture. This has considerably strengthened the power of the majority, and allowed it to pass many bills that would otherwise have been filibustered. Originally 2/3rds, now is 3/5 th after civil rights when it commonly couldn’t get a 2/3 rd but was able to get to 62. Congressional committees is a legislative sub-organization in the United States Congress that handles a specific duty (rather than the general duties of Congress). Committee membership enables members to develop specialized knowledge of the matters under their jurisdiction. As "little legislatures," committees monitor on-going governmental operations, identify issues suitable for legislative review, gather and evaluate information, and recommend courses of action to their parent body. Committee examples=veterans affairs, budget, armed services, etc. Executive order A rule or order issued by the president to an executive branch of the government and having the force of law Filibuster Delay a debate or prevent a vote on a topic.
