1 I. INTRODUCTION Outsourcing is the strategic use of outside resources to perform activities that are usually handled by internal staff and resources. A well managed outsourcing agreement helps companies gain markets and operate economically. Most organizations are successful at outsourcing but they may not have achieved significant improvements in organizational performance up to the magnitude of improvements ascribed to outsourcing. This study paper defines an analytic framework with which to research the impact of IT outsourcing and/or offshoring on its various stakeholders and applies this to two significant case studies of outsourcing in the financial services industry. It presents conclusions on one particular segment of the research program, namely the extent to which IT outsourcing drives cultural change for IT practitioners in offshore locations. It concludes that the resultant impact is notable, but not different in any significant way to that experienced by any IT practitioner who works overseas. Further, the cultural differences between onshore and offshore practitioners tend to diminish quickly as they adapt to new cultural environments. In consequence, suppliers of offshore IS services have graduated from simple sourcing
