The University Science & Technology Parks has become an important driving force for Chinese economic development. It’s necessary for us to study the University Science & Technology Park theories and use them to guide the practice of construction of the University Science & Technology Parks. This paper establishes an assessment system of University Science & Technology Park based on the research results about Chinese and foreign high-tech parks’ development. The system includes five areas as: the University Science & Technology Park incubation capacity, the level of scientific research of the relying universities, the ability in technological innovation of the University Science & Technology Park, the entrepreneurial environment provided by the University Science & Technology Park, the development performance and the international situation of the University Science & Technology Park. The paper also presents proposals how to gain quantitative data in practice.
