History Notes – 9/2/08 III. Decades of Crisis -1763-1776 A) G. Grenville = Prime Minister of England (1 st of 3) Purpose: A. to consolidate control B. Tighten up navigation C. Raise money in colonies. Aims: A. Proclamation Act Provides for the proclamation line – the problem in the French and Indian war was that the English were pushing against the Indians on the west. So, Grenville states that no one can go west. He wants to negotiate with the Indians, and acquire clear titles for the land. So he draws the proclamation line and orders that no one crosses the line. This alienates the people from the land they moved here for. It's a good plan/idea, but the colonials are horrified. They desire land. B. The Sugar Act They have had a sugar tax for a long time. However, no one paid it. They smuggled, and avoided taxes. The British recognize that some of their taxes have been too high. So, they set the sugar tax very low and reasonable price – however they required that the tax be paid (no more salutary neglect). Grenville is sensible. He even consults with the colonial leaders, and try and find a tax and method that people will not oppose to – but will still help raise money. This led to the. ..: stamp act. C. The Stamp Act Everyone has to pay the stamp act in Britain. It's not a big deal. It's a reasonable tax, and Grenville believed that this would not alienate people. He was wrong however, because J. Otis coined “No taxation without representation”. This differentiated between internal and external tax – because this involved only internal affairs (stamp act) the English should not have any ability to force this issue. The colonies create a Stamp Act Congress (9 colonies represented). They come together to argue this act, and they send a statement of loyal devotion to the king (they aren't mad at the king). They also sent a statement of grievances (things they don't like). And then they also accompanied this with an economic boycott. They refused to use the stamp. A lot trade went to a halt because of this. They are curtailing their exports to England.
