Unit 4: Week 4 - Homework #4- SOLUTIONS POL300 S. Tolbert Homework #4- SOLUTIONS 1. Why did the collapse of communism not lead to a prosperous, democratic and friendly  Russia?   Yeltsin was ineffective and turned Russia into a weak state; privatization was bungled,  and a handful of new-rich oligarchs formed a kelptocracy. Putin, with his KGB  background, rebuilt an authoritarian Russia with controlled media, parliament, and  economy. He aimed to restore Russian power through oil and natural-gas exports;  regain Russia’s “ near abroad ” (Georgia); block NATO expansion; and combine with  China to counterbalance U.S. power. It will take many years for Russia to become a  democratic partner.    2. Why did the Soviet Union collapse? Why were we unable to see it coming? We see economics as the underlying cause of the Soviet collapse. Earlier, the Soviet  economy had grown by dumping in more inputs, but long-term growth requires
