As stated in the book, bicameralism is having a legislative assembly composed of two chambers or houses. “Bicameralism creates interesting dynamics in legislature,” it means that before a law is passed, it will be voted on by both House and senate (of Texas), who represent two different constituencies. It also means that if one house does not kill the bill, the other house can modify or kill it. “One effect of bicameralism is that the author of a bill in one house, whose bill has been amended in the other, has the option of accepting the amended bill. If the author doesn’t like the amended bill, he can reject it, and it is killed. A second effect is that a member of one legislative body can retaliate against a member of the other body for not agreeing on legislation. Committees are a huge part of how a bill becomes a law. Every bill introduced in the Texas legislature is assigned a standing committee. The standing committee is the third step in the legislative process.
