April 27, 2007 Dear Local Official: The Livable Communities Act of 1995 (LCA) requires that the Metropolitan Council report to the Legislature every year on the progress of metro area communities toward providing life-cycle and affordable housing for their residents. This report requires information on the production and affordability of new housing in each community. The Metropolitan Council reports on housing development in all communities, whether or not communities participate in the Livable Communities program. In order to implement the Council’s Guidelines for Priority Funding for Housing Performance (enclosed), communities are encouraged to complete the annual LCA Survey. This can be critical if your community is contemplating applying for any LCA funding over the next 12 months.
