This article from Journal of Policy History explains the growths and changes of the drug policy in the United States over the greater portion of the last century. In the early part of the century, marijuana was viewed as potentially as harmful as opium. In the later stages of the century, especially the 1990s, medical benefits of marijuana were viewed in more realistic way. The article discourses on how medicinal marijuana advocates impacted public opinion by limiting negative perceptions of marijuana users in the mass media, and promoting the government’s international pledge to pass domestic drug legislation. The medicinal marijuana movement would not be as successful if not for the ingenuity of its proponents. These advocates chose to use the sympathetic themes of debate such as patient rights, compassion, and healthy. The article also discusses how the ballot movement (having medical marijuana laws passed in individual rather than on a federal level) has turned the war for legalization into a series of battles making it easier to fight.
