The scope of the agenda was unknown but from where did the ideas spring? Many delegates brought their own agenda Every state had its own constitutions Almost all the states had legislature elected directly by the people Studied Issac Newton Delegates introduced competing plans for the new government Wide range of opinions between the Virginia plan and the New Jersey Plan The Connecticut Compromise (Great Compromise) The States would all have 2 senators The members of the house would be based off population Only the House of Representatives can raise taxes The full text of the constitution The structure of Congress appears in Article 1 Constituency – Senators elected by state; House of Representatives elected by districts Made in which they are elected – elected by the public Indirect election of members of senate All members of the House of Representatives serve 2 year terms Section 8 lists the enumerated powers : Things that congress can do
