In 2010, the United States Government passed a law known as the Health Care Reform Bill, changing the lives of disabled Americans forever. Up until now, insurance coverage was governed by the private sector market. At this time that is not the case as the federal government has taken control of the insurance market. For the average non- disabled citizen, this bill will do well because the big money insurance companies can no longer create the rules that determine coverage. However, to the disabled American this bill imposes some problems. Issues regarding deductibles, adequate coverage, and an underfunded program are now issues that a disabled citizen will have to worry about while managing his or her disability. The Health Care Reform Bill has some notable benefits to the average American. Under this law, more children can obtain health coverage and young adults up to the age of 26 will be able to remain on their parent’s policy. Also included in this bill are preventative services provided at no cost to the patient. Small businesses can improve because now the government is offering tax credits for providing some form of health coverage to their employees ( U.S. Department of Health and Human Services, 2011) . However, most of these benefits affect average Americans whereas the disabled citizens receive a new grief and headache that is different from today. Under the new Healthcare Reform Bill, insurance companies can no longer impose restrictions to customers because of pre-existing conditions. Americans are forced to buy a Pre-Existing Condition Insurance Plan or PCIP with the cost varying depending the age and state for which is applied. On top of this, these policies carry a yearly deductible ranging from $1,000 to $3,000 (U.S. Department of Health and Human Services, 2011) .
