CISC Background Founded in 1972 by a group of immigrant High School and College students from China and Hong Kong. Students worked as part time volunteers in a small donated space in Chinatown. CISC initially focused on helping non-English speaking elderly immigrants. Now the organization has expanded to include adult and youth employment programs, ESL and naturalization classes, family and youth services, domestic violence and crime victim services, and a community technology center.
