Environmental Resource Permits Environmental Resource Permit (ERP) In the state of Florida, nearly all alterations to the landscape are regulated by the environmental resource permit (ERP) program. Any proposed construction of new facilities, including governmental agencies, developers building new residential or commercial areas, or anyone who wants to fill in wetlands must have an ERP. The ERP process is overseen by the Florida Department of Environmental Protection (FDEP) and the five water management districts.
