Compliance – the state does not want anything, what the state wants is your compliance “If the state is to exist, the dominated must obey the authority claimed by the powers  that be.” – Weber (Government – Policy Making) -> (State – Implementation Enforcement) -> (Public –  Comply / Rject) The president makes policy (chief executive) and also enforces (commander in chief) The problem is not that there aren’t policies, but that they aren’t implemented effectively.  Role of violence (the state) In state making (Tilly) Intensity of violence -> Standing Armies -> Taxation -> Organization In state strength  Monopoly over violence – parking tickets is violence Legitimate – it’s expensive to use resources. Why is it necessary?
