You are trying to keep an existing behavior rather than begin a new behavior. Question of fact asks what is true and what is false. It may be built on predictions of future events that will eventually become matters of fact. It can be based on complicated answers to questions of fact for answers that are unclear. Question of value asks whether something is good or bad, desirable or undesirable. More judgmental response than a fact. Effective persuasive speakers will have evidence to support their position and will be able to justify their opinions. Question of policy goes beyond seeking jedgemental response to seeking courses of action. It asks whether something should or should not be done....
