Section: Geographical dossier (con) Geographical (Campion Interactive Publishing) ; Sep2005, Vol. 77 Issue 9, p36-37, 2p, 1 Color Photograph Long considered the answer to our waste problems, recycling is now beset by claims that it's simply  too expensive to  be a viable solution  In 2002, New York mayor Michael Bloomberg announced a change to the city's recycling policy -- but not one that  environmentalists wanted to hear. From July 2002, he said,  the city would cease (stop) recycling glass and plastic; it  simply wasn't cost efficient. It was a stark (abrupt) acknowledgement of a problem that still bedevils (bothers) the environmental lobby -- the  greenest options are often the costliest (expensive). In fact, the pyramid of the waste hierarchy is the inverse of its  cost model. Landfill is by far the cheapest option, while recycling, especially of complex materials such as plastics and  electronics, can be prohibitively expensive. Take plastics, for example. Two simple factors mean that more money is spent recycling certain plastic products than  is reclaimed in the process. First, plastics are remarkably varied -- there are more than 2,500 types. As an expert from  the Environmental Defence Fund in the USA told the Economist, " The diversity of plastic is really defeating its ability  to be recycled ." To separate these effectively  requires complex techniques such as centrifugal force and electrostatic  charge.  Second, the resulting extracted plastics
