Why did Africa lack strong states? Iliffe hypothesis: Africa was so lightly populated, that there was always a frontier to which people could escape. Any attempt of a state to tax or conscript population would just cause people to run away to other land elsewhere. If low population density was due to technological lag, then technological lag indirectly contributed to absence of strong states.
