Interplay of Economic Concerns and Security Policy - Climate of Turmoil and Devastation - Reformist Mindset: o Prewar tradition of isolationism no longer operative; o Renunciation of prewar status quo (viewed as soruce of two world wars); o Peace and Prosperity linked. - “The essential basis of enduring peace must be economic” – Secretary of War Henry Stimson. Transformation and Drift - “The most important political development of the last ten years…has been the emergence of the USSR as the greatest dynamic and diplomatic force on the vast Eurasian land mass which stretches from the Atlantic to the Pacific.”

Professor Forsythe -Decision to torture prisoners was made by VP Cheney, leaving out Rice and Powel. -Cut out Congress and the Courts. -Cheney saw the presidency as weakened, and that he had to increase its power. -Humanitarian Law is also know as the Laws of War. -Cheney got lawyers to say it was okay, to bypass the legal asbects....
