Policy, Politics, and Global Health Trends 2 A. Policy Proposal In this current day and age there is a rising public health policy issue that impacts the youth of my community and expands to our nation. This epidemic requires a policy change surrounding the regulation of e-cigarettes and the additive flavorings of nicotine to be enforced by the Food and Drug Administration (FDA). A1. Public Policy Issue The public policy issue stems from Congress passing the Family Smoking Prevention and Tobacco Control Act (TCA) in 2009, which allowed the regulatory authority by the FDA over tobacco products. This allowed for the power to control any product that met the standards as defined in the TCA without supervision from Congress. The standards of regulating nicotine and ingredient levels and the authority to ban cigarettes with characterizing flavors, except menthol and tobacco are included (U.S. Food and Drug Administration, Family Smoking Prevention and Tobacco Control Act- An Overview, 2018). That brings us to the current crisis, the FDA regulates the manufacture, distribution, marketing, and sale of e-cigarettes that are available to the public prior to 2016. The concern is that in 2016, there was a huge launch on the market which introduced the new electronic nicotine delivery systems and accessories and there was no focus at this time to get control over these devices. These new vaping devices include the Juul and clearly seem to target our youth and are independently manufactured with no involvement from Big Tobacco or the FDA. The strongest concern surrounding the ingredients of these devices are that they are made and sold without clearly defined regulations for the suppliers to meet; these include ingredients, the amount of nicotine and consumer safety leading to potential health concerns (U.S. Food and Drug Administration, 2019).

Issue Selection This topic was chosen because I feel strongly as a mother of two teenage girls that we have to become stronger in our community to assure we are protecting our youth. Unfortunately, the youth of our nation are becoming dependent on a drug, in their teen years making it more difficult long term. This addiction is taken lightly by majority of the population because it is legal and available. Vaping has grown tremendously and has become an epidemic among teens throughout our nation. As an emergency room nurse, I have cared for a young teen who presented in severe respiratory distress and this has driven my passion, as well. Education is key within the school districts and my team has partnered up with the Cardiovascular team within our organization to provide both CPR and preventative education surrounding e-cigarettes, vaping, and nicotine. We educated regarding the effects of vaping of teens between the ages of thirteen and seventeen. A survey was conducted during the visit to the classroom, the question asked if
