Before there was no insurance and people pay what they got, out-of-pocket B. Original free-for-service 1. Based insurance premium on the community rates a. How healthy people in the community b. Cost shifting – healthy people don’t get that sick – premium lower 2. Now evaluated individually a. The higher risk you are the more money your premium is b. If you do not have an employer insurance and you are at high risk it is hard to buy private insurance because it is a lot of money c. Employee insurance has cost shift based on the group II. Social Security (unofficial insurance) A. Accounts for more than half the income of the elderly B. A-pay-as-you-go-program C. Past retirees got back more money than they put in because there were more people working that retirees D. Future retirees will get back less than they put in because there will be more retirees than workers before E. Why? – demographics – baby boom
