" " RM 1 The system shall import position descriptions and create vacancy announcements RM 1.1 The system shall import a position description (statement or document) from an external system. RM 1.2 The system shall assist the user in constructing vacancy : announcements that incorporate position descriptive information, qualifications information and instructions to applicants. The system shall maintain a sortable, searcheable and retrievable database of vacancy announcements by fiscal year, open dates, title/series/grade, and organization code. RM 2 The system shall have the capability to link electronically to 0PM’S USAJ OBS in order to post vacancy announcements and receive resumes electronically. _ RM 2.1 The system shall be able to convert the vacancy announcement into RTEAS C11 and HTML format and transmit the vacancy 9-? announcement to web sites, NASA and government bulletin boards, academic institutions, and publications. The system shall have the capability to upload vacancy announcements to OPM’s USAJ OBS. RM 3.1 RM 3.2 RM 3.3 RM 3.4 RM3.5 The system shall be able to process a resume in email format. The system shall be able to scan and process resumes received on paper. The system shall support the application of a single résumé entry to multiple vacancy announcements. The system shall provide for the ability to replace an existing resume on or before the closing date. The system shall provide a simplified resume entry format that starts with basic Federal system questions (veterans preference, ICTAP, competitive status, highest grade and type of appointment while in that highest grade), followed by space to paste in resume in a one step operation. RM 4 The system shall extract and store key information about applicants and their experience, skills and competencies RM 4.1 RM 4.2 RM 4.3 RM 4.4 RM 4.5 The system shall provide the capability to manually override system generated output created during the resume scanning process. RM 8.3 The system shall enable users to generate disposition notifications to selected and non-selected applicants. RM 8.4 The system shall be able to generate a customized job offer letter to be sent to the candidate with data and conditions of employment. RM 8.5 The system shall provide letter templates that are tailored to specifics of a job offer (e.g., superior qualifications, setvpay, recruitment or relocation bonuses, outside hire move benefits, benefits, reassignment, other entitlements) RM 8.6 The system shall be able to automatically generate a customizable notification to non-selected candidates. RM 8.7 The system shall be able to generate final notification to be sent to a prospective employee based on the outcome of preliminary activities.
