When Is Compromise a Dirty Word? When private behavior does not significantly affect other people, we don’t need to agree on whether or not it’s good or bad behavior. When it does affect other people, government sometimes becomes involved via public policy. The terms of public policy almost always tick someone off. Why is compromise sometimes so difficult?

What is public policy? It is the substitution of private choice with public choice. It is the process by which a society makes and enforces decisions on what behavior is acceptable and what is not. Public policy decisions are often binding for the target population, even for those who disagree.
