In the scenario provided, the Tampa Bay Buccaneers have threatened to relocate to a new city unless  a new stadium is built by the Tampa Bay city government.  The city hires Dunn Construction to build the new  stadium.  The city indicated that time was of the essence and expressly stated so in the contract.  Dunn  Construction completed the stadium two months behind schedule.  The city, then, sued Dunn Construction for  financial damages resulting from the failure to complete the stadium in time for the pre-season.  Due to the  delays in construction, the city was forced to relocate the games to Tropicana Stadium until the new stadium  was completed.  Dunn Construction claims that the city failed to provide safety details as required in the  contract to complete the stadium resulting in the delay?
