Issue of Jewish immigration: since the 1930’s the policy has been to clear German of Jews, even if it meant something like the Havarra Agreement, the priority was to get them out; after the war begins, Germany did not allow immigration from the occupied territories (France, Poland); however, Jews who can get out of Germany can leave legally to Shanghai, Italy, etc; Germans are running trains from Berlin to Portugal to allow them to leave; that changes in October of 1941… the policy of expulsing Jews is over, & now it turns into “basic measures to be taken next spring” Wannsee conference – unanimous, no opposition, if you wanted to know what hitler was thinking look at what Himmler was doing – toying with resettlement, touring eastern front, deportation of german jews and constructing prototypes of death camps. Realtionship b/w what Nazis are doing in terms of racial policy and the course of the war. 4 key decisions coincide with the peaks of german victory the euphoria that now they have no obstacles in their way, each victory brings radicalization in nazi jewish policy, intensification of policy against jews march in step with german victory, leads ultimately to the turning point, no return, nazi jewish policy
